Built the Stars simulation (5–8% revenue uplift), the Medicare Plan Wizard (member-facing AEP conversion), and value-based-care specialist profiling at 99% attribution accuracy.
Inevitability (2024–now): Founder of NestedLoop. Twenty years of compounding inside the payer stack — policy, growth, risk, data, AI productization, vendor governance — converging into a single thesis: the next decade of Medicare Advantage will be won by AI-native platforms built by operators. HELIX is that platform. I've spent my career preparing to build it.

Sandra most recently served as EVP and COO of Blue Shield of California, where she was responsible for day-to-day operations of a nonprofit health plan with $25B+ in annual revenue serving 4.8M members. She delivered $700M+ in annualized savings through operational transformation and architected Blue Shield's initiative to reimagine the pharmacy care model. She previously served as the company's Chief Financial Officer.
Earlier in her career, Sandra was SVP and US Head of Finance at Daiichi Sankyo and held executive finance roles at Philips Healthcare and Siemens Water Technologies — over 25 years directing worldwide healthcare organizations from $500M to $27B.
